documents on Palestinian refugees and internally displaced persons are
organized according to the following categories: durable solutions,
protection and assistance. Documents not directly related to these
categories are categorized as ‘other’. Archived materials include
historical documents specific to the Palestinian refugee case, political
positions on the refugee issue, and documents and legal instruments
related to the general field of refugee studies.

Durable
Solutions |
Durable solutions to
refugee flows include voluntary repatriation, voluntary host country
integration and voluntary third country resettlement. Of the three
solutions only repatriation or return is recognized as an individual
right under international law. The international community considers
voluntary return to be the must durable solution to refugee flows.
Voluntariness or refugee choice is the key principle governing these
solutions. Refugees also have an individual right to housing and
property restitution and compensation for damages and losses.

Protection |
National
authorities hold the primary responsibility for the provision of
protection within their borders. International protection is
required when states are either unable or unwilling to act on their
obligations to protect refugees and IDPs. International protection
activities include ensuring asylum, securing basic human rights,
provision of travel documents, and monitoring the treatment of
refugees once they return home to ensure provision of national
protection. Protection activities also include the promotion of
international refugee law, helping states to enact or revise
national legislation, and assistance in strengthening relevant legal
and judicial institutions.

Assistance |
International
Assistance activities are closely related to protection and include
provision of food, shelter, health and education services.

Israel, Positions and Plans, International Laws, and Domestic Laws.
