BADIL’s engagement with the 38th Session of the UNHRC (18 June – 6 July 2018) was extensive and comprised of the following: 
  • The submission of one joint written statement on Seven Decades of Impunity: The United Nations Human Rights Council Must Hold Israel to Account addressing EU member states’ non-engagement with Item 7 and concerted efforts to remove it from the UNHRC agenda. The statement also points out that the delays and deferrals concerning the release of the OHCHR data base on corporations complicit in human rights violations in the oPt (as per A/HRC/RES/31/36, Article 17) constitute an obstruction of human rights mechanisms.   
  • The submission of 4 joint oral interventions:
    1. Under Item 6, the Universal Periodic Review (UPR), concerning Israel’s report and calling on United Nations member states to closely monitor the implementation of the recommendations that Israel has accepted;
    2. Under Item 6, the UPR, highlighting Israel’s non-compliance with UN mechanisms, especially the UPR;
    3. Under Item 9, the Interactive Dialogue with the Special Rapporteur on Racism, regarding Israeli institutionalized racism against Palestinians.
    4. Within the Panel discussion on the human rights of internally displaced persons in commemoration of the twentieth anniversary of the Guiding Principles on Internal Displacement held on 26 June based on A/HRC/DEC/35/101 and implemented by OHCHR. The statement highlighted the issue of Palestinian internally displaced persons (IDPs) in the oPt and Israel.
The predominately joint interventions stressed the need to address Israel’s gross and systematic violations of international law and for members states to uphold their obligations to hold Israel accountable using all measures, including sanctions.
